Tenants at Wafco Mills: Who You Should Contact (and Who You Shouldn’t)

Welcome to Wafco Mills! As a tenant, it’s important to know how our community is structured and who you should contact if you have a question or a problem. The key thing to understand is that the HOA Board of Directors and the HOA management company do not manage rental units and do not deal directly with tenants.

Who the Board Represents

  • The Board of Directors is elected by the owners (landlords), not tenants.

  • The Board works with the HOA management company to maintain the common areas, enforce the governing documents, and oversee the community as a whole.

  • By law (N.C.G.S. § 47C-3-103 and the Wafco Mills Bylaws), the Board communicates only with owners.

👉 Your owner/landlord is the only person the Board or HOA management will speak to about your unit.

Who Tenants Should Contact

  • If your landlord has a property manager: contact them for all questions and maintenance issues.

  • If your landlord is self-managing: contact your landlord directly.

Examples of tenant issues that must go to your landlord or property manager:

  • Plumbing, appliance, HVAC, Leaks, or electrical repairs inside your unit.

  • Lease questions, rent payments, deposits, and move-out procedures.

  • Keys, locks, HVAC service, or pest control inside your unit.

  • Parking Questions and parking sticker replacement (each owner is issued two $25/each)

  • Community Rules and Regulation questions

  • Renter’s Insurance

The HOA Board and HOA management company will not assist tenants with these matters.

Why This Policy Exists

The HOA is responsible for maintaining the Wafco Mills community — not managing individual tenants or investment properties.

  • Owners pay HOA dues to cover shared costs (like roofing, parking lots, landscaping, and insurance), not to manage landlord-tenant issues.

  • Owners are fined for tenant violations, so our governing documents require that every owner submit a copy of their lease and a signed Rules & Regulations form for each new tenant. This ensures owners remain responsible for their tenants.

👉 In short: The Board and HOA management do not speak to or deal with tenants at all. Ever. Tenants must contact their landlord or property manager.

Quick Contact Guide for Tenants

  • Unit Repairs or Lease Issues → Call your landlord or their property manager.

  • Community Rules or Questions → Call your landlord or their property manager (they will contact the HOA if needed).

  • Emergencies (fire, safety, flood, crime) → Call 911 first, then your landlord or property manager.

We welcome tenants at Wafco Mills, but please remember:

  • All communication goes through your landlord or their property manager.

  • The Board of Directors and HOA management will never speak directly with tenants.

  • Following this process helps protect the community and keeps responsibilities where they belong — with the owners.

A Call to You

I have served on the Board since 2016, and while self-management has been a heavy lift, it has also been deeply rewarding. I’ve had the privilege of working alongside some wonderful people — both investors and residents — and together we’ve strengthened our community.

Now, as we move back to full-service management, the next Board President and Directors will inherit a streamlined role. The foundation has been rebuilt, resources organized, and processes clarified.
