Thinking of Buying a Condo at Wafco Mills for Your College Student? Read This First.

If you’re a parent of a student at UNCG, North Carolina A&T State University, or Greensboro College, it might seem like a smart investment to buy a condo instead of paying rent for four years. And in many cases, it is.

But if Wafco Mills Condominiums is on your shortlist, there’s a big reality check you need before signing the deed:
Wafco is not student housing — and it’s not run like one either.

🏛️ What Makes Wafco Mills Unique

Located in the heart of Greensboro’s historic College Hill district, Wafco Mills offers charm, walkability, and an authentic community feel. It’s a residential condominium community governed by the Wafco Mills Condominium Association, Inc., and it operates under:

  • The North Carolina Condominium Act (N.C.G.S. Chapter 47C)

  • A formal Declaration and Amendments (1983 & 1987)

  • Enforceable Bylaws and HOA Rules and Regulations (revised July 2020)

These documents spell out the responsibilities of owners and residents — and if you buy here, you’re agreeing to uphold all of them.

⚖️ If You Own the Condo, You’re Liable for Everything

Under NC law and Wafco’s governing documents, unit owners are fully responsible for their tenants, even if they don’t live there. That means if your student or their friends break HOA rules, you’re the one who gets fined — not them.

The Wafco Mills Board of Directors, along with support from Priestley Management Company, is empowered to issue fines up to $100 per infraction, initiate violation hearings, and even pursue legal action in severe or repeated cases.

🚫 These Are the Actual Rules That Get People Fined at Wafco Mills

If your student or tenant or their guest violates any of the following rules, you (as the owner) could be fined:

1. Trash Violations

  • Leaving trash on decks, porches, or stoops

  • Not using the designated dumpsters on Cedar Street

2. Parking Violations

  • No Wafco Mills Current parking sticker on vehicle

  • Parking in fire lanes, unmarked spots, or in Historic Mill spaces marked “M”

  • Towing is immediate and without warning

  • Parking in another unit’s assigned space

  • Expired Plates

  • Non-functioning Vehicles (flat or missing tires/damaged without ability to legally operate on roads)

  • Recreational vehicles of any kind

3. Noise & Disturbances

  • Loud music, parties, or any behavior that disturbs other residents

  • Violations are reported to Greensboro Police and the HOA

4. Outdoor Storage

  • Leaving grills, large propane tanks, bikes, or personal items on common property or limited common property (Only tiny propane tanks are allowed on decks or porches per Greensboro Fire Code)

  • Fireplace wood touching any common property or limited common property stored on wooden holder touching any common property or limited common property. (Wood touching brick brings termites please use a metal holder for any fireplace wood)

  • Hanging laundry, towels, or flags on railings, decks or balconies

  • Storage of any kind on balcony, porch, stoop, parking pad, or deck

  • Cardboard, trash bags, recycling, curtains, toys, inside furniture

  • Signs or anything that is drilled into brick

5. Pet Violations

  • Not cleaning up after dogs

  • Letting pets roam off leash or leaving them unattended

  • Tying pets to trees or fences

  • Excessive Barking or destructive behavior

6. Unauthorized Modifications

  • Making any structural additions or exterior changes without prior written approval. Never attach anything to brick.

7. Use of Common Areas

  • Skateboarding, rollerblading, or throwing objects in the courtyard or parking lot

  • No ball playing or disruptive outdoor activities

8. Tenant Registration

  • Failure to submit the signed lease and tenant contact info to the HOA within 10 days of move-in

  • Failure to provide tenants with a current copy of Rules & Regulations

These rules are enforced regularly — not just on paper. Parking, noise, and trash are monitored aggressively, and noncompliance is documented, fined, and escalated if needed.

👥 Respect Matters: Wafco is a Community, Not a Campus

Wafco Mills is home to retirees, professionals, creatives, and long-term residents who take pride in where they live. It's a tight-knit, self-managed community that expects mutual respect and quiet enjoyment — not keg stands or porch parties.

So if your student is mature, self-aware, and community-minded, they may thrive here. But if they’re looking for a crash pad close to Tate Street or downtown nightlife? This isn’t the place — and the HOA will make that very clear.

✅ What Parents Should Do Before Buying

  1. Read the full Rules & Regulations, including the 2020 revisions, ask your realtor to get get these for you.

  2. Review Wafco’s Declaration, Amendments, and NC Condominium Law with your Realtor or attorney. Your Real estate agent can get these for you.

  3. Talk to your student about expectations and responsibilities — this isn’t hands-off ownership.

  4. Include HOA rules in your lease with your student or their roommates.

  5. Register tenants with the HOA within 10 days of move-in and provide a copy of the lease to WeLoveWafcoMills@gmail.com
